Any iPad that supports iOS 8.2 or later will support the iCamSource Mobile: https://itunes.apple.com/us/app/icamsource-mobile/id702939776?mt=8

We do not currently offer the iCamSource Mobile for Android, just iOS.

If the tablet was running an app that essentially turned it into a network IP camera it would still need to be connected to via the iCamSource on a computer for it to be accessible from iCam, unfortunately.
