what exactly does notification threshold 1-9 do ?

The value that you set it to determines the number of frames of motion that must be detected before you are sent a push notification warning you of motion. It will still record motion events (if enabled), no matter how many frames of motion there are...but it will only notify you if the notification threshold is met.

you mean how fast i will get notified ? if so i would like it immediately and what should i set it at 1 or 9

Setting it to 1 would mean that 1 detection of motion would result in a notification, so that would be the most immediate.
