Does webcam make a difference in picture quality?

Thinking about getting HD webcam. If I install a HD webcam on my laptop, will I be able to view the pictures in HD over my phone?

Image quality/frame-rate is based on bandwidth limitations imposed by Apple. The resolution is limited to 640 x 480 for bandwidth purposes.
