ISP problem (I think)

I emailed regarding a problem which I encountered with one of my iCamSources and thought I'd raise this again in the forum in case someone else has the same problem. I have a USB camera set up at my office and all was working perfectly until one day when I could only access the iCamSource on a WiFi network, not 3G. I wasn't aware of any changes to my office network but it transpired that we had changed ISP. We now have 2 ISPs each through their own Cisco Systems enterprise type routers which I have been advised are configured in exactly the same way. On one router, I am able to access the iCamSource on WiFi and 3G yet on the other, I can only access through WiFi. I understand that fiddling around with these routers is difficult and the GUI is very unfriendly. Is there a work around that I could explore?

Are the internet connections from different providers? Are the internet connections cable / DSL or are they more enterprise level, like T1, T3, etc.?

It really seems like it has to do with the way that the routers are configured or how the modems before the routers (if there are any) are configured as well.
