If I purchase iCam for iPhone can I use it on iPad without paying extra?

As long as the iPhone and the iPad are logged into the same iTunes account, you shouldn't be charged again for the app.

Any apps you have, including iCam can be downloaded on to multiple iDevices under the same iTunes account for no additional charge. I have 2 iPhones and an iPad and I run several apps including iCam on all 3. when you search the app store you should see a button that says 'install' instead of the price button on that app. If you know for sure that you have paid for a certain app and there is a price on the button, download anyway and it will ask you if you want to purchase (say yes). You will get a message that you that you have already purchased the app. You will be able to install and will mot be charged again.
