janvdg1 - The upload rate all depends on what type of connection from and how many people are connecting at the same time.
If you're seeing that rate you're most likely connecting from the same WiFi network, so you're basically looking at LAN speeds. If you connected from a different network or from 3G/EDGE it would be much lower.
