Old topic, but for the benefit of anyone else having this problem with Windows Server 2008... You need to enable/install "Desktop Features" (done via the Server Manager, under Admin Tools). This problem appears to be only for Logitech webcams, but maybe others too. I needed an extra reboot after installing it before iCamSource could pick up the feed.
