Network / IP Camera Compatibility / Connection Problems

Can anyone help?  I have the ICAM App downloaded on my IPHONE 3G and the necessary software loaded on my HP laptop (windows 7) but once my phone goes out of range of my WiFi network the connection is terminated.  I would like to be able to monitor my pets away from home using this app, but it fails the min I get as far as 100M away from my laptop.  Any suggestions or help would be appreciated.
