iCam Support / Surveylance Camera Questions

Let me start of by admitting that I am a newbie to this technology and need advise.
I want to be able to see on my smart phone (Android system) what my dog is doing while home alone in the family room.
Would like to know what hardware ie. camera, router, etc. as well as software / apps is economical but reliably capable of doing this task.
