iCam Support / Teenager monitoring

My girlfriend's parents are trying to keep dibs on her younger sister they are not very tech savy. So they have me looking for things. She has a laptop with a built in webcam. She is under age and they are worried about her getting in trouble with it. She uses yahoo messanger and uses the video chat on it. Is there a way to monitor her while on the messanger where she is more likely to get in trouble? I tried something else before but it coflicted with the messanger and the program didn't reopen it's self after the computer was restarted. Does this program cover any of the things I am looking for? Or even if it's even possible to do what I needed it to?
