Im using  Iphone 4  i dont ge any "push notifications" from Icam
what do i have to do ?

Is the "Enable Motion Detection" option enabled in iCamSource?  (Motion Detection tab in iCamSource window)

Are the "Record Motion Events" and "Send Notifications" options enabled?

Does the "Motion" indicator show that motion is being detected (flashes green)?

it record ehen it detect motion but i dont get any notification on mi iphone.

Are Notifications enabled for iCam in your iPhone's Settings > Notifications settings?

Are you receiving push notifications for any other apps?  If you don't have any other push notification apps, you can try a free app, such as AIM.

The Notifications are enabled for iCam in my iPhone's Settings
I do receiv push notifications form  other apps like Viber and Whatsapp

The next step is to check the server logs to see if notifications are being sent for your account.  Please send the external IP address of the computer running iCamSource to support@skjm.com.  To get that, go to http://whatismyip.com in your computer's web browser.  Please refer to this forum thread in your email.

I just installed the AIM app
I can get notifications onlh when the app is open
when its on the 1.background i dont get notifications

In the past, there have been issues with jailbreaking and a loss of push notifications. I don't have an iPhone 4, so I don't know if that issue still exists...but apparently it does. I know there was a fix for older iPhones, but I'm not sure if it works for the iPhone 4. You could always research it and try the fix. If you run into issues, just put your phone into DFU mode and restore it...then re-jailbreak it, etc. But this is a jailbreak issue, not an iCam issue. If you need some help, let me know...and include your iOS version and modem firmware (Settings > General > About). Also include the name of the jailbreak program you used.
